What is the Legislative Change Monitor?

The Wetswijziging Monitor (Legislative Change Monitor) is an AI-powered compliance tool that automatically tracks changes in Dutch and European financial legislation, classifies them by impact level, and generates plain-English summaries for compliance officers, legal teams, and risk managers.

The tool continuously monitors sources including the Dutch Official Gazette (Staatsblad), the AFM, DNB, the European Parliament, and EBA — and delivers structured, actionable updates to the compliance team’s dashboard the moment a change is published.

Why we built it

Financial institutions in the Netherlands operate under an ever-expanding web of national and EU regulations. The pace of change has accelerated dramatically in recent years, driven by the EU AI Act, DORA, sustainability reporting mandates, and ongoing AML/KYC reforms.

Compliance teams were spending enormous amounts of time manually monitoring dozens of regulatory sources, parsing dense legal text, and triaging what was relevant to their institution. We built the Wetswijziging Monitor to automate this entire process — freeing compliance professionals to focus on interpretation and action rather than monitoring and summarisation.

Technical approach

The monitor is built on a fine-tuned large language model trained on thousands of Dutch and EU legal documents. It uses a retrieval-augmented generation (RAG) architecture to ground summaries in the actual source text, eliminating hallucination risks that are unacceptable in a compliance context.

Impact classification is handled by a separate classifier trained on labelled compliance impact data, with human-in-the-loop review for high-impact changes. All summaries link directly to the original source document for independent verification.
